About VistA

During the past three decades, the Department of Veterans Affairs (VA) has developed a comprehensive clinical information system including a patient record and medical imaging system referred to as VistA.  It includes a Computerized Patient Record System as well as a medical imaging system.  It has evolved over three decades into the Veterans Health Information Systems and Technology Architecture (VistA), a rich, automated, client-server, environment.  VistA supports day-to-day operations of over 400 VA health care facilities with a network of 250,000 users processing the medical and administrative information for one million in-patient and 20 million out-patient visits each year.  One of the unique features about VistA is that is was developed in an Open Source Code environment and is available as Public Domain software under the Freedom of Information Act (FOIA).

The VistA derivatives - FOIA VistA, Open Source Vista, Hui Open Vista ASP, VistA Office EMR are based on the VA’s VistA system and are modified through the use of open source applications such as Linux and GT.M.

The following defines and differentiates the different derivatives of VistA.  FOIA VistA is a comprehensive clinical information system that is freely available though the Freedom of Information Act from the Department of Veterans Affairs.  FOIA VistA is the full featured VistA and includes the  Computerized Patient Record System. Open Source Vista, like VistA, is a comprehensive clinical information system that supports administrative, financial, clinical and infrastructure functions.  The core VistA applications run under Linux, an open source operating system, and GT.M, an open source database management system based on the MUMPS programming language.  Hui Open Vista ASP is the Open Source Vista application operating in an application service provider environment.  First developed by the Pacific Telehealth and Technology Hui, the functionalities are the same.  However, the ASP version eliminates the need for equipment and technical support at the site. VistA Office EMR is the Center for Medicaid and Medicare Services (CMS) electronic medical record offering to physicians and clinics.

Blue Cliff Vista-EMR is built on VistA with features that make it quicker to install and easier to use. Adjusting screens to point and click and providing scalable support to meet each facility's goals for independence are Blue Cliff added features.

In 1996 when many large hospitals had already invested many millions of dollars to purchase EMR system licenses, VistA became available free to the public through the Freedom on Information Act (FOIA).
